PM Governance and Methodology
OK, so now I know how to easily create really useful, powerful, PMIS's.
 
So...now, how do I create the overarching governance structure and enable it with workflows? i.e. When some bright spark has the idea for a new project how can I enable a governance structure that allows them to do the project charter etc, submit it, get it approved and then GET THE PMIS FOR THAT PROJECT TO BE AUTOMATICALLY CREATED?! (i.e. from a saved template)

Great question! This can be achieved by:
 
1. Building custom workflows in SharePoint Designer and maybe Visual Studio .NET (depending on the complexity of the approval process).
 
2. Create a custom action in the workflow (using Visual Studio .NET) to spawn of the new PMIS.
 
To say the least, it requires some programming. Alternatively, there are third-party products that can automate site provisioning such as SharePoint Solutions' site provisioning assistant:
