Nice Start
Very nice start to project management. I have devoted an entire WSS installation to spforpm.  Under the site we create the projects and all the appropriate document libraries, lists, sites, etc.
 
It would be nice to have a tutorial on how to collect metrics from each project site and roll that up to the master project site.  All authenticated users have access to the main site, but are limited to other sites if he/she are not on a project.
 
I know that there a companies who offer these services, but education does not have funding to purchase 75k roll-up suites.

Dux has done a nice job. Congratulations on your creation.
 
As for $75k metrics... Number one metric you can use is how many people are using your PM tools? Do they return? That will tell you how your organization is embracing PM as a means for controlling outcome.
 
There are also some SharePoint templates for KPI that you may want to look at. I find these overkill because our organization is not so embracing (of PM).
